Interview

Question: How many personnel do you have in your ISI/IST organization and how are the responsibilities distributed between the ISI/NDE, Risk Informed, Pump and Valve, Containment, System Pressure Test, Snubber, Repair/Replacement Programs, etc.?

Crider: Total – 6; 1 for the ISI/NDE & Snubber/Support Programs; 1 for Repair/Replacement & IWE/IWL Programs; 2 for Appendix J & Pressure Test Programs; 2 for the IST Program.

Question: How much of the NDE is actually performed by your organization, if any, in lieu of utilizing outside vender support, and if so, what savings have you recognized by using your in-house personnel?

Crider: On-line, snubber/supports, and IWE/IWL examinations are performed by CP&L personnel. A vendor normally performs the remaining examinations.

Question: What code cases or relief requests have you implemented that has proven to be very helpful and cost effective?

Crider: We have implemented several Code Cases (e.g., N-498, N-416, N-532, and Relief Requests, e.g. Elimination of the VT-3 exam on IWE components) that have been very beneficial to CP&L. Please give me a call if you would like more details.

Question: Has your organization implemented a risk informed ISI or IST program, and if so, what Code Cases or methodology did you incorporate and what benefits and savings have you realized? What was the scope of the program and the approximate costs to develop the program? Were there any unexpected problems encountered while developing the program? Did you receive any requests for additional information from the NRC and has your program been approved?

Crider: We have implemented a risk informed program for Class 1 welds using the EPRI methodology. For additional details, please call Larry Wheatley (910) 457-2405.

Question: What new NDE techniques, technology, or special NDE situations have you encountered recently and were they successful?

Crider: We recently purchased ferritic and austenitic "alternate calibration blocks" described in the generic PDI procedures for ferritic and austenitic UT examination. On several occasions we have used these alternate blocks when it was discovered that our existing ASME calibration blocks didn’t meet the thickness/diameter limits required by Code. This saved us the expense and schedule impact associated with procurement of new blocks.

Question: Has your organization implemented the requirements for ASME Section XI, Appendix VIII, of the 1995 Edition with the 1996 Addenda? Did you utilize the recommended EPRI format for relief requests, and if so, which ones? What is the approval status of your relief requests and what problems or successes have you encountered in implementing Appendix VIII?

Crider: We have implemented the 95 Edition/ 96 Addenda Appendix VIII supplements of ASME Section XI as required by the 10CFR 50.55a Rule implementation dates. We have used the format recommended by EPRI for relief from ASME Code requirements for overlaid piping UT.

Question: Do your NDE procedures include a methodology for calculating the examination coverage for limited examinations, and if so, how is this calculation performed and what considerations are included?

Crider: Plant procedure, 0ENP-16.2, provides a generic guideline for calculating required coverage for volumetric and surface exams. The methodology is described as follows:

Volumetric

Exam is generally divided into 4 parts: 1. upstream axial; 2. upstream circumferential, 3. downstream axial; 4. downstream circumferential. Each part is worth 25% of the total.

Example:

1. upstream axial: 100% coverage x 25% = 25%
2. upstream circumferential: 50% coverage x 25% = 12.5%
3. downstream axial: 100% coverage x 25% = 25%
4. downstream circumferential: 100% coverage x 25% = 25%

Total coverage = 25% + 12.5% + 25% + 25% = 87.5%

Surface

Coverage is calculated as a percentage of required exam area.

Question: As outages become shorter and shorter, how are you able to handle your ISI workload during the outage? Are you supplementing your staff with additional temporary personnel or are some tasks getting deferred?

Crider: Yes, we currently have no problems managing ISI examination during an outage. To implement these examinations an Integrated Inspection Team is established and is supplemented by personnel from other Progress Energy’s plants. Question: What type of software do you use to track and analyze ISI program commitments and inspection data? Was the software developed by your organization or purchased from a vender? Does it adequately meet your needs? If not, why not?

Crider: We are currently using both in-house developed and purchased software for managing the ISI / IST Programs. If you would like more details, please give me a call.
